The Maltese refer to this flag as 'The Catholic Flag' yet as far as the British Empire is concerned, it is unofficial as during the time of its existence British Flag Law was to use the Union flag at sea.
If this flag was used on land it was perfectly legitimate as there was no legislation controlling flags on land.
If it was used as a civil ensign at sea, it was illegal as the legal maritime ensign all British subjects was the Red Ensign.
